Remove Offensive and Defensive allies from them.

I was just informed by a mod that you are not to use allies to benefit you in a country to country conflict/ IE aiding in a kill run or farming or anything considered offensive. So why do we allow this? Its in essence the same thing this country could not be broken without country B helping country A.

Or Make GDI eliminate all incoming/outgoing attacks. (obv. primary/express/tourney only)

If im not aloud to kill a guy who attacks me repeatedly. And i don't make outgoing hits. Why should i be a target.

Perhaps a neutral government type which doesn't allow for outgoing or incoming attacks to make it fun for the people who just net all explore.

But i imagine anyone who land grabs would fluff about this. and call it unfair, and just tell me to carry more defense.
