As Primeval said, IMP wasn't ever looking for the TNW crown. It was TKO's without a doubt once CC, PAN and FoCuS all got into war.

I'd be shocked if IMP has more than a token amount of stock, just enough to sustain them through the first couple days of war, whereas I'm sure TKO's top guys have a pretty solid stockpile going by now.
