Haha. Honestly. I look to see if there were any attacks done by the country and if they have a three or four word name. Sometimes there are some weird ones. But once I see a name I don't forget it and don't make the same mistake twice.

It sounds to me like this was an honest mistake by ZEN. But it's up to staff I guess, I wouldn't penalize him over this.

He did that some sets ago, and I think it's pretty silly behavior tbf... this time tho he had a name he has used at least a couple dozen times on different servers including currently in 1a.

Pretending to be an NPC country in order to kill another player (which isn't what happened here) is an example of the kind of griefing that I don't like to see in the game. However, this type of griefing can be prevented via a game update (identifying NPC countries ingame), so players won't be punished for it.

And yes I did the bot name thing several times to have fun and to be fair I did make a thread about it so that players would be aware of what I was up to, it's really not hard to identify bots, it has been covered many times.
