hits escalate 1:1 3:2 6:3 10:4 when any country from one tag is hit by another tag or when one country hits multiple countries in another tag, and ror's escalate too, whether your using l:l or 1:1

it makes tracking these sort of retal exchanges incredibly painful

maybe its not so bad anymore with 48h windows instead of 72h but there seems to be a lot of hits exchanged here
