Enough spies production to maintain 20-30 Spies Per Acre of Land (SPAL).
Troops and Tanks are optional, particularly on solo servers if you are in GDI.
Then Jets and Turrets for daily use, and for selling to the market. You'll want to produce more for the higher priced good (to sell).
Most Commie Indy players change the % every 10-15 turns they play, setting it at the start of the day, grab a bit (produce more jets while grabbing), change it after grabbing to produce more turrets, etc. Some players prefer to go 100% spies the first few turns of the day to maximize that SPAL for that day just prior to grabbing, and have spies at 0% the rest of the turns for that play session.
