I am unsure how you will set the standard for low def countries to suicide on. Since it is improbable you will be unable to suicide on every tagged country you will have to find someway to figure out which ones have low defense. I do not think you will be able to adequately identify all low def countries given the turn (and spy op) limitations that exist.
