How about a random modifier govt called Anarchy. it takes all the mods in a hat, randomly pulls out, say 5, and that is your govt. Could be the best or worst ever. hahaha

What about picking your own bonuses. Each positive comes with a negative or some sort.

It sounds interesting, but I do have to mention a 50% split on the Commie market "bonus" would make it 8% ;p

I also like the idea of being able to choose your bonuses, but that may be a bit complicated. You'd also have to add them to a new spy op, or add to an existing one- Otherwise you'd never know someone's got, say, a 25% boost to their military strength. That would be just plain fluffty.

Can't really do this since the way governments are balanced the positives outweigh the negatives in almost every single case.

I like the idea of creating your own government. You get to pick the bonuses the gov gets but they come with negs as well.
