I'm new to the game, I've got a bunch of missles but I cant seem to use any? I get attacked, want to shoot a missle in retaliation but I cant because of GDI. So I try to declare war but it constantly tells me there was an error. I can only ever do a planned assault.
Am I doing something wrong?

Gdi is totally different in express/primary. While in your main page of your country in express you should see a gdi link at the bottom. Click it and read the description.
