Outlaw... I know only 3 hit in your FS. That doesn't mean the other two weren't going to hit at a later date. Hence my "at a time" correction because clearly there were 5 war countries, not 3 war countries and 2 netting countries.

It is often strategic to leave a breaking country with turns available instead of spending all of your breakers on the FS if you don't have to. With your 5v3 advantage, you incapacitated 2 and only had one dude to worry about, so there was no need to use everyone in the FS since 1 guy isn't enough to kill anyone unless they have a crap load of chems... and as a netting country, I'm betting that BAD country had less than 10. However, next chat comes around, now you've got a breaker and mid breaker with full turns and some finishers to make sure this guy can't even wall without dying. Voila.

But I mean, what do I know... Maybe I'm giving out too much credit. :P
