Used to be that you could spy a country down to where it took only 1 maybe 2 attacks to kill it. Now anymore than 30 ops on a country and you fail most of them even with a 100 SPAL!

even at swirve (2005-) you couldn't nuke kill country, you could nuke it to 1 acre but then you needed to do ss or ps attack to kill country.

wartime: i know but killing is so fast nowadays that stirring pop to 5-11 pop isn't that necessary and suiciders (and other idiots) could do major damage to some alliance if that'd possible.

you could spy-kill down to sub 25 pop.
