I did the numbers and I didn't get that to be the optimal ratio, but it depends on a lot of factors. That's probably still close enough for people who don't get too specific on their building ratios anyhow. As for the maths, I'd rather encourage someone else to give it a shot.

i think i've seen the numbers 112:100, but the difference from 1:1 were so small that you can ignore it until you start stocking.

111:100 is the average of what I have gotten through large amounts of iterations based on an optimized CS count, defined amount of land not built as ent or res, and total land.

It never goes more than .5 in either direction.
