You need to have about 19-20 military tech points per acre, and at most a very small percentage of MBs.

I suggest that you drop land til you have 20 military tech points per acre and then if your private market is not at 35 you are either a theocracy(in which case you've fcked up) or you have too many MBs. If its the latter you can destroy 10-20% of your MBs and check again on private market if the price is $35, if not then; repeat. You only need 1 MB left even tho I perfer more for safety

Just so you dont misunderstand on purpose; this is MILITARY TECH, not military strategy tech. The one on top. 20 points per acre.
