It is a treaty Philip II of Macedonia imposed on the Greek states as a conqueror. It served only to legitimize the rule of Macedonia over, formerly free, Greek cities.

The oath was made by the Greeks, saying they will not "depose the kingship of Philip or his descendants" meaning its effectively a capitulation.
