Trife, the entire article is a story. The last line is what makes the OG post title relevant. Im not quite sure if you read the entire article.

"The complaint to the Office of the Independent Police Review director was referred to York Regional Police, who charged Muirhead with neglect of duty for not investigating the racial threat allegations against himself."

Because what the person had said "hanging from a tree" can be considered both a threat (a crime) and be turned into a hate-crime type of scenario, the police board are saying that since the officer did not investigate it, he did not do his job.

He is being charged by the police board for not doing his job. He is not being charged criminally.
