Since it was an untagged country just days before and a new member, I don't see why you would take it as an act of war. For all you know, the suicider was HURT by our guy being allied to him by increasing his ally expenses.
Cause you can check the NW changes, no aid was sent. And there's no proof that our guys intel ally made him any more likely to break or get ops than he already was able to get.
So if you want to argue that, I'd argue you owe us reps for us increasing his expenses and negating his ability to suicide on you more effectivey ;)
Obviously I'm not being serious, but you can see what I mean on your point of the definition of "aiding".
