I have 463 spies, and zero military, yet my military expenses are 463 as well, and I have 463 listed in spies expense too, is that doubled or what?
I don't need anger management, people need to stop pissing me off!

No, Spies expenses are a subset of Military expenses which is a subset of Expenses. So the total of spies, troops, jets, turrets, and tanks expenses will = military expenses, and military, alliance/gdi, land and corruption will = expenses
