and agreed, hitting other countries turns a "retal" into what basically becomes a land war, which can boil over into countries being killed... as we saw here.

LaF's normally pretty reasonable when you approach their FR's and discuss things -- we give out warnings to members who hit alliances too much (ie the 6x tap often cited by Rogue). I don't imagine Gains would be unreasonable?
