How to declare war on someone?

I want to attack someone who is messing with my allies but I can not due to GDI, How can i declare war on him?

In 2025 it used to be an attack option but I dont see it in the war room anymore. any ideas?

you cant declare war on someone in GDI in primary and express. they have to hit you (SS/PS) 2 times before you can use any special attacks on them.
