Land cost isnt linear with size, you need to consider at some point is it worth building the empty acres up.

what good is it to have the land if you cant build it into farms?

simple way to figure out when to stop building is take how much will it cost you to build 1 bpt worth of buildings to how much that will net you with the remaining turns after if its still a + then its worth it, also you do need to keep your income tech up somewhat or the extra acres could make less costing nw in the end if you can't afford to keep it up.

essentially if you plan it out you could just run all 16 countries same size. instead of making 1 big one and transfer as much over as you can and just jump earlier.
