its 1% over 2b so at 3b you lose 1m per turn on your income.
4b you lose 2m per turn
5b you lose 3m per turn
etc.
etc.
etc.

this is why you need to take into fact consideration of how much bushels cost atm to what you will be selling them later at and if that loss is less than what you lose in the turns playing in high corruption you would stock the bushels and put on market.
