Executing any task on block chain requires money (tokens). This is a free game, so I would say very unlikely.

Zero benefit for this game to use block chain.

The only benefit would be monetization. The following is only theoretical. To run a turn would cost blockchain tokens basically. If the game were on any block chain, like Signum, then EE would create its own token on Signum's blockchain. A real market would be created to purchase these coins on a real exchange like you do to get BTC cuz every action on a smart contract requires a token to be used. So a user would need to buy tokens in order to run a country. I think there would also be delays in game play because you would have to wait for a block to be forged (Signum is 4 mins) for everything to run.

Being on the blockchain could bring in a flood of new users. People in 3rd world countries are making more money playing crypto-games than they are in real life.
