It is documented just not in every right place, as with many other things in this game.
Point is that in say primary, where bonuses have a big impact, but the oil destock isnt great usually, if you nerf the bonuses then fascism will be useless, but if you nerf the oil destock fascism will be unaffected, since most fascist dont even oil destock there. So thats an effective way to nerf the FFO strat in team, alliance and FFA, in which it is OP, without affecting it elsewhere.
I have already posted my suggestion for the oil destock in great detail in a discussion thread started by Pang.
If you nerf bonuses on fascist with the logic that all bonuses need to be the same, the govt in itself too weak and needs a buff, and you still have the oil destock thats kinda destroying the artform that is destocking without it.
So either:
1. Remove fascist permanent bonus bonus.
2. Buff fascist govt
3. Nerf oil destock.
OR just:
1. Nerf oil destock.
My choice would be to do the one thing and see where we land in terms of govt balance and take it from there.
