I think like everything great Safe listing should have a renewal date. Clearly things change, people move out, etc.
Having people safe listed can be abused once one of the parties has either quit playing, or moved out of the area where safe listing was needed.

I suggest safe listing to expire after one year and implement a better detection method for people abusing the safe list.
