It would be nice if sending ingame messages required a certain networth based on how many turns have been earned and also need to be oop. This way a country can be taken care of by players if it wants to be a fluff.

Not a bad idea. There would need to be an exception for the tag holder mass messaging its own tag, though, I think.

I agree but it could be bypassed by hitting backspace and changing number and sending msg again.

you misunderstand. the suggestion I'm making removes the ability to even send unless certain criteria are met.
