Humanitarians should not being involved when you are already declared war on a country.

Folks are exploiting this bug to keep low networth, stock cash, then buy jets/tanks, do their damage, then sell back down to below networth range.

If 2 tags are at war, or specifically 2 countries (with one declared), this code which prevents the larger country from attacking should be skipped.

This could be expanded to include removing humanitarian range when your country has been on the receiving end of (insert n+ hits) in a set by the target country.
