they did reset it, that's why you get those.

i got 4-5 during 1st 200 turns on team-server.

Hogwash! I doubt there is a "user" luck attribute anyways, just complaining as usual, well in regards to earthquakes. Lucky we only lose 1-2 buildings now though, it could be much, much worse.
