I'm trying to attack using:

Troops
2,661,487

Jets
1,089,452

Tanks
137,905

The game says:
You have enough oil to support 6,942,525 Military Units
But when I try to launch the attack the game says:

You don't have enough oil to launch this operation!

lol just use jets, tanks are not cost effective and troops are not worth the money or oil used.
