We all know that militaries in real life gain experience and thus becomes a more effective and efficient military. I think it would be great if a country gained a small amount of weapons, medical and military strategy tech after so many attacks in this game. An active military should gain a slight advantage over an inactive one.

It's not a bad thought, but I could see it causing some serious issues.

Imagine a Dict with weapons tech getting even stronger.
I might like it more if it was a new variable (much like readiness) but would fluctuate based on attacks in x period of time. It wouldn't be changed by turns played (like readiness).
