Fixed a bug on Cooperation servers where a country's tech NW was incorrectly calculated after getting attacked or after receiving tech from research allies. The networth shown for the country was temporarily wrong and would be corrected after the country played a turn.

Restarts now get ingame messages forwarded to them from the original country. This means that you can read friendly/taunting messages sent to your original country while you were stonewalling or failing to stonewall.
