This is definitely a bug. There is a country that is not even twice my size that attacked me twice in the same few minutes. Wanted to attack back with a missile and it tells me that I cannot due to GDI rules. On Primary server.

Rule: you will not be allowed to commit offensive acts which are not standard strikes, planned strikes, or beneficial spy ops against other countries unless they have attacked you more than once.

Then I try a spy operation. It tells me that I cannot do it without declaring war. Then in the proper many, declaring war is not available in the dropdown.

Gdi on primary doesn't restrict you at all due to nw and declaring war isn't a thing there. If someone has attacked you more than once you should be able to do w/e you want. Maybe double check that you're on primary and that country has hit you multiple times. If so it is a bug.

What is your country number? Maybe if they attacked twice fast enough the logic doesn’t see both attacks in the same minute?

Hey, it's not a bug. I just figured that I reversed the 2 digits of the country number, as they both attacked me in the last few days: one attacked once only and the other one attacked twice. So, all good. The bug was sitting on my chair ;-)
