Just curious what most alliances have for what constitutes a RoR and policies for it.

The only definition I've seen that makes sense is that if a country X retals alliance Y, then alliance Y isn't allowed to landgrab country X for 24 hours after the hit, because country X's jets will likely still be PSed out. With many tags using a 48 hour retal window, reducing the retal window to 48 - 20 = 28 hours needs to be discouraged.

mostly used (or was used before 48hrs retal windows were implemented) is that if country a retals country b and country c from same alliance as b hits a inside 24hrs then its ror (although FA's can sort it to be normal landgrab).

Perhaps the difference is whether or not a message arrives with the hit? I'm just throwing this out there, but it seems like a simple enough solution: If you're retaliating, it should be on you to let the target know that it's a retal. And if another hit comes back from that retal with no note, take it as a grab and refer to your policy.

Messages aren't really necessary. Should be at least 24 hours before a grab is made, but 48 is a bit more safe. Anything under 48 can be construed as either/or which makes it difficult, even if the intent wasn't there.

they definitely SHOULD be sent, but not receiving one is not an excuse to RoR

RoR are retalled 2:1 also

we retal RoRs 1:muffin.

RoRs occur within the period of time that a lg would be retaled. Meaning those alliances that enforce 48hr retal windows get 48hrs to declare RoRs.

inside 24 hrs it is ror, 48hrs maybe, 72 hrs minimal chances (depending on alliance).

Country A > Country B
Country B/C > Country A

Country B/C hit by Country A/D/E/F 24hours* = ROR

*48 hours for nice/lazy FAs :P
