I ran 2850 turns and I produced no missiles whatsoever all set. I'm #26, so you can see I didn't send any out. A teammate also had 2k+ turns spent without producing a single missile, though he got one late.

Has this happened to anybody else recently?

Pangs RNG has a sense of humor, I recently produced missile on my first consecutive three turns OOP on the tourney server. Zorp, keep hugging trees man - you don't need the temptation of missiles, they will lead you astray my brother.

Its normal. I have ran one country on Primary with 1 Missile the entire set.

basically yea. my ffa techers have 1-2% warf and best has 15 missiles.
