I'm attacking someone. When I do a standard attack Im either successful or it fails. It's back and forth and that's fine. But EVERY time I try to use a missile - it says that GDI authority won't let me. Why can I use standard strikes against this joker until the cows come home but can't launch a missile?
Also I tried declaring war but get an error message.
