Does spy technology increase the effectiveness of you spys only (kinda like how weapons only increase your armies strength), or does it also apply to the spies your allies provide?

Fer instance if you had 200k spies for 10k acres, with a spy tech of 125%. And your allies gave you an additional 400k spies, would your SPLA be:

200K x 1.25 + 400k = 650k/10k = 65

or

(200k + 400k) x 1.25 = 750k/10k = 75
