IT'S BECAUSE THE "RAMPING UP" EFFECT IS QUITE EXTREME. IN THE CASE OF MY RECENTLY DEARLY DEPARTED COUNTRY, HITS AT THE END OF THE RUN WERE STILL KILLING 280+ CIVILIANS, RIGHT UP UNTIL THEY DROPPED TO BELOW 10. THE LAST HIT WHICH KILLED ABOVE 10 TOOK OUT 77% OF MY REMAINING POPULATION. THE HITS TO GET A KILL DO SEEM SIMILAR TO BEFORE THOUGH.

THE CHANGE DOES SEEM TO HAVE HAD THE DESIRED EFFECT, ASSUMING THE DESIRED EFFECT WAS TO DRASTICALLY REDUCE THE ABILITY OF A SMALLER GROUP TO RETALIATE AGAINST A LARGER ONE, WHILE PRESERVING THE LARGER GROUP'S ABILITY TO KILL.
